The units under AIR Head Quarters are Central Airmen Selection Board or CASB, AFRO , AFCME and AFCAO.
CASB (Central Airmen Selection Board)
The role of CASB is to carry out selection and enrolment through 14 Airmen Selection Centers, spread all over India. These centers are under the direct functional control of CASB with Admin control and support by respective Commands.
AFRO
This Office is responsible for all aspects of workforce management of airmen and NCs (E), from the date of their entry in the Air Force till release of pensionary benefits, including family pension in some cases. In addition, efforts are also made to provide support in providing re-employment opportunities. The employee management aspect looked after by the Office; covers a wide variety of activities like forecasting, posting and placements, training requirements, career planning and progression and pensions. These functions are discharged with a cautious balance between organizational requirement and individual needs being maintained at all times. It is the responsibility of the AIR Force to place the right men in the right number, in the right place with the right talent and above all at the right time with due humanitarian considerations.
AFCAO
The role of AFCAO is to maintain the Individual Running Ledger Accounts (IRLAs) of all categories of employees including Air HQ Cadre Civilians (AFHQ Cadre) except unit cadre Gp D Non-industrial civilians, from the date of training into service till they become non-effective and to maintain the provident fund account of all the employees.
The main functions of AFCAO in release of its selected role are:
•Maintenance of Pay accounts of all categories of staff including AFHQ cadre Civilians except unit cadre Gp-D non-industrial civilians.
•Issue of monthly statements of entitlements to all personnel for whom IRLAs are maintained.
•Scholarship of family allotment.
•Maintenance of provident fund accounts and issue of fund statements in respect of all employees including Gp-D non-industrial civilians.
•Finalization of all non-effective IRLAs and provident fund accounts and salary of credit balance including leave encashment.
•Recover Income Tax as due, rent bills, hospital stoppages, contributions/refunds of advances to GIS schemes/loans, remittance of collections for FAS, IAFBA, LIC, PLI etc., to the respective agencies.
•Grant of pending enquiry awards to non-effective staff.
•Administer the estates of dead Officers and Airmen of Warrant ranks through AF standing committee of Adjustments.
•Compilation of summary of accounts for incorporation in the Govt. accounts.
•Distribute pay and allowance to the staff of AFCAO, AFRO, AFCME, CSDO and Air HQ CC.
AFCME
AFCME is a solid and specialized medical assessment center for aircrew of all the three services of the Armed Forces, the paramilitary organizations, State Government agencies, Flying clubs and Civil Aviation. In addition, AFCME also provides specialist Out Patient Department diagnostic and therapeutic services, at the AF Polyclinic to the serving and retired Air Force staff and their families, in all the available clinical specialties.
It is an independent Unit directly under the functional and administrative control of the Director General of Medical Services, Air Headquarters (RK Puram). The accounting services are being provided by AFCAO. The living out accommodation for Officers and Airmen is situated in the Subroto Park Extension area and the C Adm O of AFRO maintains a common pool for accommodation for all the three units.
