ShukranitiShukraniti authored by Guru Shukracharya deals with all aspects of administration. It deals on monarchy, society, organic theory and divinity. Shukracharya consider the state possessing a divine origin. However it has also been compared to divine organisms. King is considered as the head. The state has been compared with the tree and the king is considered as the root of the tree. King has also been considered as the representative of various gods like Lord surya, Lord Yama, Lord Agni and so on. King has a divine element in him and this fact has been emphasized.

Practical ways of administration, its organs, subjects, theocracy and qualifications of the King have been emphasized. The main aim of writing Shukraniti was to advise the king about efficient state administration which would benefit the subjects. It is a practical book that also contains several ideological trends. Shukracharya has concentrated on monarchy and not republican form of government as it had disappeared before penning down this book. He also mentions about foreign policy and warfare methods. The theories mentioned speak of the Hindu polity of the time when this book was written.
