Loitongbam Pacha Meitei is a popular writer in Manipuri Literature. He had received a Sahitya Akademi award for his novel "Imphal Amasoong magi ishing nungshitki phibam".

Loitongbam Pacha Meitei was born in January 1943 at Keishampat Thouda Bhabok Leikai, Imphal. He resorted to writing at an early age. He was a voracious reader. He admired Albert Camu, Huxly, Hamson, Yasser Kamal, Khalil Jibran and Virginia Woolf. He loved reading compositions of Blaise Pascal and Karl Jaspers. He also contributed articles to various literary journals. He has also served as a teacher in a private school. He has also edited a weekly called `The Imphal Time`.

His Eleven books have been published. They include: Hayad Begum, Na Tathiba Ahal Ama, Hajj, Imphal Amasung Magi Esing Nungsitki Phibham, Anouba Pao Ama, Langoinai, Lam Asida Eibu Khangba Amatangdi Thorakpa Phei, Peegi Wari, Thanil, Kalimai Mamangda Laibak Katpasu Yaoee, Katabasu Yaoee, Meeoibagi Wakat, the last two were posthumously published.

`Lam Asida Eibu Khangba Amatangdi Thorakpa Phei` is one of his masterpieces. Here he boldly depicted the deteriorating contemporary life. His works are a series of incessant experiments. `Na Tathiba Ahal Ama` and `Imphal and Its Climatic Condition` revealed his skill in using various modes of literary presentation. `Anouba Pao Ama`, `Kalimai Mamangda Laibak Katpasu Yaoee`, `Katabasu Yaoee` and in `Lam Asida Eibu Khangba Amatangdi Thorakpa Phei` varied themes have been dealt with. In these he concentrates on language. An atmosphere of sadness is prevalent throughout his works. He died in the year 1990.
