Sir Charles Cecil Stevens was appointed as the Lieutenant Governor of the province of Bengal, which was one of the 3 major Presidencies in British India, including Bombay Presidency and Madras Presidency. He was also a well known colonial administrator under the rule of the British East India Company. Stevens held office as the Lieutenant Governor of Bengal in the year 1897. Charles Cecil Stevens was preceded by Sir Alexander Mackenzie, KCSI as the Lieutenant Governor of Bengal, who served in office from the year 1895 to 1897.

The Bengal Presidency originally comprised east and west Bengal and was a colonial region of the British Empire in India. The region included the territories of undivided Bengal like West Bengal, Tripura, Orissa, Meghalaya, Bihar, Assam and modern Bangladesh. He was credited for supervising the foundation of the Sidrapong Hydel Power Station. Stevens served in office till the year 1898 and was succeeded by John Woodburn.
