Administration of Papum Pare district is headed by Deputy Commissioner. District administration is described as a bridge between the state government and the common people. In Papum Pare district, there are chiefly two sub divisions, which are Sagalee Sub-Division and Itanagar Capital Complex Sub-division. It is further divided into ten circles and these ten circles are Mengio, Leporiang, Segalee, Toru, Kimin, Doimukh, Balijan, Tarasso, Naharlagun and Itanagar.
