District administration is described as a bridge between the state government and the common people. The district administration system is having long tradition in the country and the state of Arunachal Pradesh adopted this same system since the days of Frontier Administrative Service. Now, the people of this state are aware of the district administration system. Papum Pare is popularly known as the administrative district of the Arunachal Pradesh.

Presently, the Deputy Commissioner who is in charge of the Papum Pare district handles development works (such as District Rural Development Agency, education, health, transport, supply, social welfare, law and order, judiciary, disaster management etc.) the Deputy Commissioner is assisted by the Additional Deputy Commissioner, Sub Divisional Officer, Extra Assistant Commissioner and Circle Officer in handling the administration properly. In Papum Pare district, there are chiefly two sub divisions, which are Sagalee Sub-Division and Itanagar Capital Complex Sub-division. It is further divided into ten circles and these ten circles are Mengio, Leporiang, Segalee, Toru, Kimin, Doimukh, Balijan, Tarasso, Naharlagun and Itanagar.
